Since the introduction of the new ACI CTCI Associate and ACI Aggregate Base Technician programs in 2008, the FDOT has re-structured its FDOT Qualifications. ACI Changes to Aggregate Programs 

The ACI Aggregate Field Testing Technician and ACI Aggregate Lab Testing Technician certification programs have undergone changes starting in 2008. Additionally, a new ACI certification program, Aggregate Base Testing Technician has been introduced. Both the names and the content of the existing Aggregate programs have changed. The new Aggregate Base Testing Technician program will encompass testing procedures more relevant to soils testing. CMEC and L-A-B have agreed to cooperate through a MoU benefiting both organizations working together to further their technical compliance to the National Cooperation for Laboratory Accreditation (NACLA) Construction Material and Testing Recognition Program. Through NACLA membership both organizations will cooperate in cross-training, documentation review, and mutually beneficial assessor development.Both organizations believe the resulting independent accreditation programs will not only be found in compliance with the NACLA requirements, but will also improve the laboratories systems and resulting data for specifiers and regulators in the United States.

The National Cooperation for Laboratory Accreditation (NACLA) “Recognition Procedure” and the National Institute of Standards and Technology (NIST) Interagency Report 7012 (NISTIR 7012), “Technical Requirements for Construction Materials Testing”, are the criteria required for the approval of comparable laboratory accreditation programs as indicated in a Notice in the Federal Register on September 22, 2004.

The accreditation bodies will be evaluated against the NACLA Recognition Procedure and the Technical Requirements for Construction Materials Testing. They must be recognized by NACLA with the Technical Requirements for Construction Materials Testing listed within its scope before the accreditation bodies will be approved by the Federal Highway Administration (FHWA). To meet the quality assurance requirements in 23 CFR 637.209(a) (2), (3), and (4), the laboratories’ scope of accreditation must indicate that the laboratory was assessed according to the requirements in NISTIR 7012.
